Tracking Google Ads phone leads in the EU with cookie consent
Calls placed straight from a call asset can be tracked with call reporting, which works through a Google forwarding number, not through your website. Forwarding numbers exist only in some countries, and Greece, for example, is not on the list. For calls from the website, consent mode decides what Google can see: advanced mode sends cookieless pings so Google can model the conversions of people who refused cookies.
2 kinds of phone leads
- Calls from the ad. The person taps the phone number in your call asset and never visits the site.
- Calls from the website. The person clicks the ad, lands on your page, then calls.
The cookie banner only stands in the way of the second kind.
Calls from the ad: call reporting
With call reporting on, Google shows a Google forwarding number in your call asset instead of your own number, tracks the call, then routes it to your phone. You see duration, start time and whether the call connected.
Forwarding numbers are available only in some countries. Google's list includes most of western Europe, the UK and the US, but not every country: Greece is not on it. Google's own advice there is to turn call reporting off so the call asset can still serve. Advertisers in those countries often put their own call tracking number in the call asset instead.
Calls from the website: consent mode
On the website, consent mode tells the Google tag what each visitor accepted.

Modeled conversions fill the gap in totals. They do not tell you which click became which call.
Send real clients back to Google
Call conversion import lets you upload which calls became sales, matched by caller number. It needs Google forwarding numbers too. Advertisers in the r/googleads thread that inspired this post added one more rule: for sensitive businesses, like a psychology practice, upload a generic "qualified lead", never health details.
