Did a max CPC cap on Target CPA hurt your campaign?
Bid limits exist only in portfolio Target CPA and Target ROAS strategies, apply only to Search Network auctions, and Google advises against them because they stop the bidding from going high on the auctions it thinks will convert. If lost impression share to rank goes up after the cap, raise the cap step by step or test it against no cap with an experiment.
What a bid limit does
With Target CPA, Google sets the bid for every auction. In a portfolio strategy you can add a maximum bid limit: the highest CPC Google is allowed to bid. Google's help is clear on 2 points:
- Bid limits are available only in portfolio strategies, and are used in Search Network auctions only.
- Setting them isn't recommended, because they can prevent Google Ads from adjusting your bids to the amount that best meets your target.

The sign to look for
A cap does not show up as an error. It shows up in the impression share columns and in cost:

In a thread on r/googleads an advertiser saw exactly this after a cap of 150 under a Target CPA of 800. Commenters pointed at the cap first. The owner then found 2 other causes: rank loss was already high before the cap, and real cost per conversion was well above the target.
Test it instead of guessing
- Note the day you added the cap.
- Compare the 2 weeks before and after: spend, conversions, cost per conversion.
- Raise the cap a step at a time, or run a campaign experiment with no cap against the capped version.
- Judge on lead quality too: a cheaper click that never becomes a client is not a saving.
